Ramsey studied at the Art Students League and the Rhode Island School of Design. His work is a blend of Realism and Abstraction, with a vibrant touch of Surrealism. Known for his regionalism, he was fascinated by amusement parks and railroad scenes, and with music. He composed both classical and jazz works.

Ramsey’s work is in the Bruce Museum and the New Britain Museum of Art.
